Send in your feedback – Runway End Safety Areas (RESAs)

Your feedback is crucial on Ports Toronto’s draft Environmental Assessment of the Runway End Safety Areas (RESAs) at Billy Bishop Toronto City Airport.

Public feedback on the environmental and health impact to our community must be submitted by Monday, July 7, 2025 at 11:59 p.m. ET. Ports Toronto and their consultants will not be offering a public meeting or presentation.


Areas of concern:

  • The construction process

  • Traffic congestion

  • Public health concerns (ie. air quality and noise)

  • Impact on wildlife and fish habitat

  • Marine navigation

  • Access and aesthetics of the waterfront

  • Public consultation process

  • Size and/or complexity of the document

  • Timing and length for feedback period



How to submit your feedback


1. Access and read the report and its appendices

From the Ports Toronto RESA home page scroll down to Environmental Assessment Study Report or access them directly at the links below.

The Executive Summary is a 26-page document (numbered i-xxvi) preceding the table of contents. In the Executive summary are subject headings and references to specific numbered sections of the draft EA. If you have time, reading the entire summary is extremely helpful.


The Table of Contents is clickable. Which means rather than scrolling through the document to the page number in this index, you just click on it, and it take you directly to it. Here you can find more information specific to your area of interest and concern. To return to the table of contents, it starts on page 30 of the PDF.


It’s worth checking the Appendices to see if your topic of interest is there. These Appendices each have an Executive Summary.



2. Provide your feedback and comments

How your Comments and Submission will inform the EA Process.

Feedback provided through the email link and text box will be included in the final version of the RESA EA Report, which is publicly accessible to anyone, including agencies.

Lastly, feedback and comments received during the 30-day public comment period, which is the Notice of Completion stage in the EA process, are being tracked in a spreadsheet along with responses on how the feedback and comments were addressed to inform the final EA report.




Some background information

Below is the notice from Ports Toronto (PT), operators of the Billy Bishop Airport, regarding the Environmental Assessment that was conducted by AECOM Consultants hired by PT to conduct a study of the environmental impact of Transport Canada mandated Runway End Safety Areas (RESA).


These safety areas require a minimum of 150 meters of infill on either end of the current runways into the harbour and lake. The construction will take place overnight and will last, at a minimum, one year.


Toronto City Council voted to approve the least invasive and less costly RESA option 1. This was done after holding a public meeting and hearing deputations in September and October of 2024.


It is frustrating that the EA document is so late in coming to the public for feedback, especially heading into the summer months, and that the sheer size of the report and its appendices requires much more time and consideration.


Ports Toronto has only given until July 7 to supply public comments via the links below on the report (295 pages + appendices).


Below is the email notice from Ports Toronto that was received by the BQNA representative on Ports Toronto's Community Liaison Committee on Friday, June 6 with a request to share with the BQNA community for their response within 30 days.

On Tuesday, June 3, PortsToronto and AECOM released the Billy Bishop Toronto City Airport Runway End Safety Area (RESA) draft Environmental Assessment and commenced a 30-day public comment period. Members of the public can make their comment submissions until July 7, 2025.

Please visit the project website – safecleanquiet.ca – to review the draft environmental assessment and submit comments regarding the content of the study and the recommendations made.
