Public feedback on the environmental and health impact to our community must be submitted by Monday, July 7, 2025. Ports Toronto and their consultants will not be offering a public meeting or presentation.

Below is the notice from Ports Toronto (PT), operators of the Billy Bishop Airport, regarding the Environmental Assessment that was conducted by AECOM Consultants hired by PT to conduct a study of the environmental impact of Transport Canada mandated Runway End Safety Areas (RESA).
These safety areas require a minimum of 150 meters of infill on either end of the current runways into the harbour and lake. The construction will take place overnight and will last, at a minimum, one year.
At this point, having yet to review the entire report, we see that Ports Toronto's consultants are recommending RESA 3 which allows for "add ons" beyond the requirements of Transport Canada including a wider area of "fill" into the lake and harbour. This would mean adding more construction time and cost.
FYI, Toronto City Council voted to approve the least invasive and less costly RESA option 1. This was done after holding a public meeting and hearing deputations in September and October of 2024.
We are frustrated that the EA document is so late in coming to the public for feedback, especially heading into the summer months, and that the sheer size of the report and its appendices requires much more time and consideration.
Ports Toronto has only given until July 7 to supply public comments via the links below on the report (295 pages + appendices).
As the BQNA representative on Ports Toronto's Community Liaison Committee, I received the email notice on Friday, June 6 with a request to share with the BQNA community for their response within 30 days.
Regardless we urge you to attend the meeting and to take part in the public feedback on the draft EA.

On Tuesday, June 3, PortsToronto and AECOM released the Billy Bishop Toronto City Airport Runway End Safety Area (RESA) draft Environmental Assessment and commenced a 30-day public comment period. Members of the public can make their comment submissions until July 7, 2025.
